Diabetes

 

Question: Does a school nurse have to allow a student with diabetes to test in the classroom?

Answer: Yes.  Based on federal law, a School Executive's Bulletin from January 2001 (which is still in effect) states that children with diabetes must be allowed to do blood glucose monitoring at any time within any place in the school.  It further states that it has been determined that blood glucose monitoring may now be performed by anyone in the school.

A School Executive's Bulletin from January 2001 includes the following:

  • Children with diabetes have the right to care for their diabetes at school.
  • Each child with diabetes must be allowed to do blood glucose monitoring at any time within any place in the school.
  • Blood glucose monitoring may be performed by anyone in the school setting.
  • Children must receive assitance if needed with the procedure.

Answer: The New York State Department of Health Diabetes Prevention and Control Program (DPCP) is offering a unique and valuable opportunity for you and/or your school colleagues to receive free, custom tailored diabetes care and management education/ training from a Certified Diabetes Educator in your area.

Simply e-mail Sue Millstein at slm11@health.state.ny.us to request training.  They will supply you with contact information for a participating CDE in your geographic area to arrange a mutually agreeable time and location. 

 

Question:  Is it mandatory that school districts are required to provide training to non-licensed person to administer glucagon in an emergency situation?

Answer:   No, school districts are not mandated to train non-licensed personnel  to administer glucagon in an emergency situation.  But, Hypoglyemia can be a life-threatening  condition.  There may be situations in which there is no nurse available to administer Glucagon. The schools must have an Emergency Plan in place for these students. If districts decide to train unlicensed individuals to administer Glucagon, they should follow the criteria below:

 

·     The training must be premised upon the use of the injection only in emergency situations

·     The person providing the training must possess adequate licensure, knowledge at preparation to adequately provide the training. (Registered Professional Nurse)

·     The training must be provided in a manner that is neither negligent nor grossly negligent, as defined in the Education Law and Rules of the Board of Regents.
